The Phenomenon of Taiwan’s Rapid Economic Development

The significance of social development and human wellbeing for all was recognized in the Copenhagen Declaration under the United Nations; hence, the first priorities of the twenty-first century are to achieve social development and to improve human wellbeing. Poverty, in particular, represents the core issue of social development and the urgent need to address a profound social problem that affects all countries alike. Although it was pointed out in the ‘Programme of Action’ that continued and enhanced economic growth is essential to eradicate poverty, growth is not itself a guarantee of a better standard of living. As stressed in the Copenhagen Declaration, broadly defined ‘eradication of poverty’ includes ‘the satisfaction of basic needs for all’, including ‘the elimination of hunger and malnutrition, the provision of food security, education, employment and livelihood, primary health care services, safe drinking water and sanitation, adequate shelter and participation in social and cultural life’.
